Why does the USDT circulating supply stay constant in a bear market?

https://coinmarketcap.com/currencies/tethe#charts
Shouldn't the circulating supply decrease?
https://tether.to/wp-content/uploads/2016/06/TetherWhitePaper.pdf
It seems like Step 5 never happens and the circulating supply perpetually increases.

What's taking so long for Money Launders/Tax Evaders/Criminals, etc. to use Bitcoin?

I think AML laws should be even harsher, and taxes should be higher, this would force people to considering storing their funds in tax-free, pseudo-anonymous Bitcoins.

If bitcoin is ('only') pseudo-anonymous- how are all these hackers getting away with all this money?

Can't it be tracked? Watched? Followed until it pops up somewhere identifiable, and then backtracked to finding the culprits?

Pseudo-anonymous member of the Bitcoin Foundation stole 2 bitcoins from me.

Recently when localbitcoins went down I needed to sell some coins, I knew it was risky but I opted to go with a seller with 1000+ transactions in the hopes that they cared about the community more than money. They also ran a store and were on the foundation so I thought their reputation should matter to them.
I emailed nexus aka chus nexusosx86 membership shown here ( https://bitcoinfoundation.org/members/ ) about trading. They were eager to do it and provided an address. I sent the coins then never received a response again. I have regularly sent emails but received no response since the incident.
The scammer runs this store: nexusosx86.com or damebitcoin.es using privacy blocker so I cannot obtain any real information about the person to attempt to collect my bitcoins.
If anyone has any information about this scammer I can use to get lawyers involved I would greatly appreciate the information. At the very least as a community we may be able to shun them into correcting their behavior.

Thus, we consider Bitcoin pseudo-anonymous. By pseudo-anonymity, we mean that a person will be linked to a public Bitcoin address, but no one will get to know the actual name or address. To explain this in simple words, suppose a person sends a sum of money, then the receiver will get to know that the sender is linked to a bitcoin address but will not know the actual address. Hence, we say ... Did you know that Bitcoin transactions are not anonymous (Pseudo anonymous) and can be traced? Bitcoin transactions, by design, are not linked to a person or identity. Public addresses are used for transactions- alphanumeric strings publically recorded on the blockchain. A person’s name, physical address, or email is found nowhere in the transaction. But a person’s identity can still be ... Whether out of concern for personal security or a desire to preserve privacy, many Bitcoin developers are known to the world only by their pseudonyms. Bitcoin is pseudo-anonymous; transactions can be traced and centralized exchanges hold know-your-customer (KYC) information. For security reasons, some users prefer to maintain anonymity, for example to protect against exchange hacks that expose KYC information. Options for buying and using Bitcoin anonymously include peer-to-peer exchanges, Bitcoin ATMs and dark web tumbler services. Bitcoin ... Bitcoin addresses are “anonymous,” but if an address can somehow be linked to a real-world identity, Bitcoin offers no privacy. There are a number of ways to connect addresses to real-world identities, most notably via KYC/AML (Know Your Customer/Anti-Money Laundering) policies at exchanges and blockchain analysis (eg., address clustering). There are a number of privacy-enhancing tools ...
